What is the best way to remove red dye from the fringes of a rug that bled?

Though, like any other oxidizer, it will, somewhat deteriorate the fringes.
And I would not let it dwell too long and flush before it is all white.

The best way is to reclean the fringe to see if you can rinse color away before using a stripper.
The second-best way is to use dry steam.
Last choice of bleach or stripper depends on what the fringes are made of and what color they're supposed to be. Bright white isn't always the goal.

There is a pretty clear implication on your website that you have an understanding of cleaning rugs and some expertise in the field yet you are asking one of the most basic questions :!: perhaps a simple search may have revealed the answer.
